HSE seeks Director of Nursing to lead virtual care

The HSE is seeking a Director of Nursing to act as National Clinical Lead for Digital Health, specifically to drive the development and delivery of the virtual care and telehealth component of the Digital for Care strategy.

The successful candidate will provide national clinical leadership to support the development, implementation and optimisation of virtual care and telehealth throughout the HSE.

The core focus will be clinical governance, digital clinical safety, stakeholder engagement, and change management to enable the successful adoption and optimisation of digital systems.

The role will also contribute to the development of strategic digital health plans, policies and procedures, and act as a key interface between the national digital health strategy and regional service delivery, supporting standardisation, innovation and continuous improvement across the health system.

The role operates across the Offices of the Chief Clinical Information Officer and the Chief Clinical Officer, providing integrated clinical and digital leadership for the provision of virtual care supported by telehealth technologies.

The post-holder will be required to promote a culture of collaboration, innovation and continuous improvement, as well as working in partnership with clinical, operational and digital teams to support successful system adoption, utilisation and integration into service delivery.

The job description specifies that the individual will ensure that potential hazards and risks associated with the virtual care and telehealth projects are identified, mitigated and managed.

The successful candidate will develop and implement engagement, communication and training strategies to support the adoption of digital systems and new ways of working, and will support clinical operational readiness, ensuring services and staff are prepared for system implementation and associated changes.

The National Clinical Lead will work with vendors and external partners to support the development and optimisation of digital health solutions, and will establish appropriate forums and networks to support engagement, knowledge sharing and continuous improvement.

The post also includes a responsibility to support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.

Applications are invited from individuals registered (or eligible for registration) on the Nurse and/or Midwife Division of the Register of Nurses and Midwives, with a relevant Level 8 or higher qualification.

Applicants must have at least 10 years post-registration nursing experience and five years nursing management experience at a minimum of Clinical Nurse Manager 2 (CNM2) level. Candidates must demonstrate experience of digital health transformation leadership, including involvement in the design, implementation, evaluation or optimisation of digital systems or technologies within healthcare settings.

Experience of stakeholder engagement and collaborative working across multidisciplinary teams and organisational boundaries is also a prerequisite, including working with national, regional and/or cross-sector partners to deliver service improvement.

This is a four-year contract, with a salary range of €96,621 to €112,739. New appointees to any grade start at the minimum point of the scale.  Incremental credit will be applied for recognised relevant service in Ireland and abroad.

The candidate will be based at one of the HSE digital hubs, but the employer is open to discussions on flexibility around the expected level of on-site attendance. The post is open to HSE and non-HSE applicants.

The closing date for receipt of applications is 12 noon on 10 November.
