The Australian Digital Health Agency (ADHA) has issued a tender for the development of a digital health foundations course for medical students, with plans to pilot the program ahead of a potential national rollout.
The agency is seeking a supplier to help develop and evaluate an online course covering foundational digital health knowledge and skills, including the use of My Health Record in clinical practice.
The course will be designed for students undertaking medical degrees, including MBBS and MD qualifications, and will be suitable for integration into university curricula.
According to the request for tender, the course will include practical healthcare scenarios, self-paced learning and assessments to measure students’ digital health capabilities.
It will build on the agency’s existing Digital Health Train the Trainer Toolkit for University Educators and its foundational training programs for other healthcare professions, including nursing and midwifery.
The agency said the development of digital health education resources for new and existing healthcare workers was a priority under the National Capability Action Plan.
The successful supplier will work with the agency’s learning designers and university and healthcare stakeholders to develop the course through a six-phase process covering project establishment, prototype development, stakeholder consultation, content creation, piloting and evaluation.
The project will include consultation with at least 20 healthcare and university stakeholders during development.
A pilot involving medical students will then be conducted, with a target of at least 100 completed student feedback surveys and input from a minimum of 20 university sector stakeholders, including educators.
The findings will inform recommendations for refining the course, developing further modules and supporting its potential rollout across Australian universities and other education providers.
ADHA’s internal learning design team will undertake the creative and eLearning development work, with the successful supplier providing project delivery, stakeholder engagement, course development support and evaluation.
The agency said it intended to use existing educational materials wherever possible to streamline development.
The proposed contract is expected to run from 23 November 2026 to 23 June 2027, with three optional three-month extensions.
Tender submissions close at 2pm (Canberra time) on 30 October 2026.
