Hipkins leaves door open on borrowing for fuel tax freeze

Transport Minister Chris Bishop says the coalition’s freeze on fuel tax will almost certainly require more borrowing, while Labour leader Chris Hipkins wouldn’t rule out needing to borrow to fill the shortfall in the transport fund.
